In 2011, Governor Edmund G. Brown signed Assembly Bill 109 (AB109), The Public Safety Realignment Act, which created a significant change to the California correctional system. Specifically, AB109 transferred responsibility for incarcerating, supervising, and treating lower level inmates and parolees form the California Department of Corrections and Rehabilitation (CDCR) to the counties.
The tenets of the Realignment Act require that the state and counties use a data-driven approach to balance public safety and reduce recidivism. To accomplish this, a concerted effort has been made to invest in community corrections, evidence-based re-entry programs and services as well as using alternative custody options.
The San Bernardino County Community Corrections Partnership Executive Committee (CCP) collaborates to provide recommendations to the County Board of Supervisors in determining funding and programming for the various components of the Annual Realignment Plan. The CCP is comprised of the following:
- Chief Probation Officer (Chairperson)
- Chief of Police
- Sheriff
- District Attorney
- Public Defender
- Presiding Judge of the Superior Court
- A representative from either the County Department of Social Services, Mental Health, or Alcohol and substance Abuse Programs, as appointed by the County Board of Supervisors. In addition, the Assistant Executive Officer of Human Services is on the Executive Committee.
The Juvenile Justice Coordinating Council (JJCC) is dedicated to collectively developing a system of services that would better support the children and youth of our communities.
The creation of the JJCC is a mandate set by Welfare & Institution Code Section 749.22. The Council seeks to develop and implement a range of responses to juvenile crime within the County.
Membership of the JJCC is broadly representative of governmental agencies and community-based organizations that work with youth at risk for delinquent behavior or those currently involved in the justice system.
Each year, the State of California provides Juvenile Justice Crime Prevention Act (JJCPA) funds to the County. The Council authorizes a budget to expend those funds to meet determined needs for the prevention and intervention of juvenile crime. These needs are identified and detailed in a Comprehensive Multi-Agency Juvenile Justice Plan (CMJJP) collaboratively developed by the JJCC. The CMJJP is the product of countywide agencies’ willingness to share information. It is the strength of San Bernardino County’s joint efforts to enrich our community.
The Juvenile Justice and Delinquency Prevention Commission (JJDPC) is a volunteer commission and members must reside within San Bernardino County. The JJDPC is a state mandated commission, established through the provisions of Welfare and Institutions Code Sections 225 and 233. The commission shall consists of no less than seven and no more than 15 volunteer members, including two youth members. The commissioners appointed by the Presiding Juvenile Court Judge and must be sworn in.
The purpose of the San Bernardino County Juvenile Delinquency Prevention Commission:
- Conduct Annual inspections of youth of facilities
- Support the planning and organization of presentations dealing with juvenile justice and delinquency prevention topics
- Plan and present annual awards for exceptional service and achievement in providing services or programs for youth
